This is the map of the island where the war council is meeting.  I have encrypted the map to keep our enemies in the dark.  Your task is simply to recreate the island, and the war plans will be yours.

The numbers denote how many other hexes of the island are visible from that cell in the six main directions. Only cells that are at the same altitude or lower are visible, and a hex at a higher altitude blocks the rest of the line.  Cells across water are not counted.  Neighboring hexes can have a difference in altitude of at most 1 and the entire island is situated above sea level.  The beach (all hexes on the border or next to the water) must be altitude 1.

News comes that a travelling seer, an elderly man with piercing blue eyes wearing a swirling cloak of green and blue, simple sandals, and no shoes, had come to ask for an audience with Vince. Without any credentials, he was turned away at the castle gates as another beggar or madman. Before he left, disappearing into the twisted streets of Teufeldorf, he pulled aside Jana, a scribe and servant to King Vince who was just entering the castle for her daily duties. The old man asked Jana to transcribe his words. For some unknown reason, Jana felt compelled to oblige. There were two parts to the message for Vince.

The first was a poem:

The jay flies off to warn the king,
His knights march five by five,
The stream divides and re-combines,
The knights will not arrive.

The second was a coded message:

Rext gnasreqfam, nw nkab dahq, Rdedap lll wlcdo fxsk olosif rvchp dhln yld rda, drd nbi qddr lq cto fgtsc wmola dow fg dlv qfd. Prrnuz stp sdra tbo deqkm vry pkk; kcr xc rolk tsy umiftyq sx yfdqfm sx rxu ippby ptd, onx kssrvh t svro kmodg ycv ronln vwty.
