Salutations General.

This is the map of the island where the war council is meeting. I have encrypted the map to keep our enemies in the dark. Your task is simply to recreate the island, and the war plans will be yours.

The numbers denote how many other hexes of the island are visible from that cell in the six main directions. Only cells that are at the same altitude or lower are visible, and a hex at a higher altitude blocks the rest of the line. Cells across water are not counted. Neighboring hexes can have a difference in altitude of at most 1 and the entire island is situated above sea level. The beach (all hexes on the border or next to the water) must be altitude 1.
